I personally use windows movie maker, and just lower the volume of the video to '0'.

Well it would be hard to just take out the voices, but you can take out all of the audio, then add in the background music and sound effects yourself.

I could probably easily mix this one, since there aren't too many sound effects and background music to worry about. =w=

I use Sony Vegas to take out most of the sounds. I cut out what sound effects I can, then I add background music myself.

Well there are tons of free sound effects online, so I try to take advantage of those.

Well since there are 7 parts, you or I could have an extra part. =w=

Well, I think we should figure out what the lines we're saying are. Should we go by the official dub script? The subs, adjusted slightly so that they fit the mouth flaps?

Of course..how could I forget the script?

I think going by the official dub script would make it easier on you as the mixer since it would be easy to match the flaps and such although it might not be as original.

(On a random side note, I love how we call anime mouth's flaps XD)
